On-site Sewage Facility Permit Procedures
Application and permit must be approved prior to construction. Unauthorized construction can result in civil or administrative penalties.
FOR ALL TYPES OF ON-SITE SEWAGE FACILITIES, THE FOLLOWING IS REQUIRED TO BE SUBMITTED:
A. Application for and Authorization to construct an on-site sewage facility.
1. This permit can be picked up at Argyle Town Hall at 308 Denton St.

2. Application must be completely filled out before being submitted for review. This includes all signatures and necessary information. The Permit will not be reviewed if any requested information is incomplete.
B. Site Evaluation- It is recommended that the site evaluation be performed by a TCEQ licensed Site Evaluator.
1. Two soil borings or two backhoe pits shall be taken in opposite ends of the proposed disposal area. Locations must be shown on the site drawing.

2. Borings or backhoe pits must be excavated to the depth of two feet below the proposed excavation or until a restrictive horizon (clay, groundwater, rock, etc.) is encountered.

3. The site must demonstrate that it can support ground cover, which must be documented by the site evaluator.
The Site Evaluation drawing shall be to scale, indicate the location of all existing and/or proposed structures, property lines, existing easements, rights-of-way, the flood zone or floodway shall be indicated or indicate if it does not exist.

4. For all types of on-site sewage facilities, Two (2) copies of the site evaluation report must be submitted, and the following shall be included:
+ Soil texture analysis.
+ Soil structure analysis.
+ Depth of soil test.
+ Any restrictive horizon elevations.
+ Topography, slopes.
+ Flood Hazard.
+ Vegetation.
+ Any easements and bodies of water (lakes, ponds, and creeks) must be identified.
+ Location of all buildings (existing or proposed), pools, driveways, and other structures.
+ All separation distances according to TCEQ Table X of "The Rules”.
+ All water wells on site and neighboring properties.
C. All submitted site drawings shall me made with Two (2) copies and contain the following:
o All submitted drawings must be drawn to scale.
o Address and legal description of project.
o Compass North
o Designed flow indicated on planning materials
o Proposed tanks to be installed meet the ASTM Standard C 1227 requirements.
o Location of existing permanent buildings on or immediately adjacent to the site.
o Proposed location of on-site sewage facility and dimensions of all structures on site (pools, driveways, barns, decks, etc.).
o Location of Property Lines, lot size, name of street(s) or roads.
o Any proposed or existing wells, including adjacent property within 100 feet from the on-site sewage facility
o Water supply lines.
o Drainage and utility easements
o Creeks, flowage easements, ponds and lakes.
o Flood plain/zone/way if any on property. Indicate if it does not exist.
o Any sharp slopes, or breaks greater than 30% for conventional systems and 15% for surface irrigation systems.
o Location of borings.
o All separation distances from on-site sewage facility according to TCEQ Table X of "The Rules".
D. For all types of OSSF’s Two (2) Technical Reports must be submitted with the following:
o Each application for an OSSF permit shall be accompanied by a report outlining the planning and operation of the entire wastewater treatment and disposal system.
o A basis of planning, construction drawings, calculations, and system flow diagram shall be included in this report.
E. Surface Irrigation systems require special planning materials. They are as follows:
o All surface irrigation type systems require professional design, either by a Registered Sanitarian or a Professional Engineer.
o All surface irrigation systems require an affidavit to the public which must be filed and stamped by Denton County. The Town of Argyle has the appropriate affidavit form that can be picked up along with the permit application.
o Surface irrigation systems also require an on-going maintenance contract. The maintenance provider must hold current Maintenance Provider License issued by the Texas Commission on Environmental Quality (TCEQ).
F. Inspections for the construction and operation of the on-site sewage facility must be called in the day before the desired inspection. You may contact Troy Norton at 940-464-3449 to set up an appointment.
o A transit must be on site for inspection
G. A certificate of occupancy (final) inspections for the new home construction with an on-site sewage facility will not be conducted until the following is submitted.
o Accurate set of as-built plans (to scale) provided with the designers seal and signature, certifying the facility is installed as designed and specified. Includes the location of property lines, existing easements, rights-of-way, flood plain, location and names of all existing or platted streets or other public ways within or immediately adjacent to the tract, existing permanent buildings, waterways, tanks, or swimming pools on or immediately adjacent, and/or other general development of the surrounding area. The As-built diagram shall include future structures, pools, tanks, etc. and include the setback distance from property lines and any other features. As-built field changes by the installer shall be approved by the designer of the system and shall bear the designers seal and signature.
