Boards & Commissions
The Town Council may create various advisory boards, commissions or committees to assist the Town Council in specified advisory capacities and/or perform such duties as may be prescribed by the Town Council as long as such duties are not inconsistent with state law or ordinances of the Town. Some boards, commissions or committees may be abolished by the Town Council upon accomplishing the purpose for which they were created. The following is a list of the various advisory boards, commissions and committees for the Town of Argyle and the general criteria for appointment:
Term:
Generally, appointments are for 2-year, staggered terms that commence on the first day of November and end on the last day of October of each year. Vacancies are filled by the Town Council as they occur.
Applications:
Applications for appointment and re-appointment are considered by the Town Council in October preceding the commencement of the new term beginning on the first day of November; however, applications may be submitted to the Town Secretary at any time and will be considered at time of appointments. Application forms are available at the office of the Town Secretary in Town Hall.
Qualifications:
Most board and commission members must be residents of the Town of Argyle and qualified voters.
Planning and Zoning Commission
The Planning and Zoning Commission is created, in accordance with Chapter 211 of the Texas Local Government Code and consists of seven (7) residents and qualified voters of the Town of Argyle. Commission members serve staggered 2-year terms. The Commission meets at 6:30 p.m. on the first Tuesday of the month with the 3rd Tuesday of the month set aside for special-called meetings only when necessary.
Powers and Duties:
The Planning and Zoning Commission has the power and duty to prepare and recommend for adoption a master plan for the future development and redevelopment of the Town and shall have the power and duty to prepare and recommend a comprehensive plan and zoning ordinance for the Town pursuant to Chapter 211 of the Texas Local Government Code. Additional information concerning the duties and responsibilities of the Commission may be found in Chapter 1, Division 2, Section 1.05 of the Town’s Code of Ordinances.
Zoning Board of Adjustment
The Zoning Board of Adjustment is created in accordance with Chapter 211, Section 211.008, of the Texas Local Government Code and consists of five (5) members serving 2-year staggered terms. Four (4) alternate members may be appointed to the Board in the same manner and shall serve in the absences of a board member. The Board meets on an as-needed basis on the fourth Thursday of the month.
Powers and Duties:
The Zoning Board of Adjustment may hear and decide an appeal that alleges error in certain decisions and matters made by an administrative official of the Town in the enforcement of provisions of the Texas Local Government Code; hear and decide special exceptions to terms of the zoning ordinance; authorize in specific cases a variance from the terms of the zoning ordinance; and hear and decide matters authorized by an ordinance adopted under the Texas Local Government Code. Additional information concerning the duties and responsibilities of the Board may be found in Chapter 211, Texas Local Government Cod, and Chapter 1, Division 3, Section 1.05, of the Town’s Code of Ordinances.
Capital Improvements Advisory Committee
The Capital Improvements Advisory Committee is created under Section 395.058 of the Texas Local Government Code. Members are appointed by the Town Council for the purpose of advising the Town Council on the Town’s land use assumptions, capital improvements plan and impact fees pursuant to the provisions of Texas Local Government Code. The Committee is comprised of not less than five (5) members appointed by the majority of the Town Council with not less than forty percent (40%) of the members of the Committee being representatives of the real estate, development or building industries who are not employees or officials of a political subdivision or governmental entity. Since impact fees are applied to the Town’s extraterritorial jurisdiction (ETJ), membership to the Committee includes representatives from the area (ETJ). Additional information concerning the duties and responsibilities of the Committee may be found in Chapter 395 of the Texas Local Government Code and Chapter 10, Article 10.02, of the Town’s Code of Ordinances. The Committee meets on an as-needed basis and usually during regular business hours.
Economic Development Corporation Board of Directors
As a requirement of enacting an economic development local option sales tax (0.50%), a non-profit corporation has been established for the promotion and development of commercial enterprises within the Town and the extraterritorial jurisdiction, as well as for the administration of the economic development sales tax revenue. The corporation consists of seven (7) members, serving 2-year staggered terms who must be either residents of the Town or Denton County. The Town Council may appoint advisory directors who may receive information presented to the directors, attend meetings, but have no vote on matters before the directors. Additional information concerning the duties and responsibilities of the Corporation may be found in the Corporation’s By-Laws and/or the Development Corporation Act of 1979. The Board meets at 6:30 p.m. on the second Thursday of the month.
Crime Control and Prevention District Board of Directors
As a requirement of enacting a Crime Control and Prevention District local option sales tax (0.25%), a Board of Directors must be created for the purpose of managing, controlling and administering the district’s funds. The Board consists of seven (7) members, serving 2-year staggered terms who must reside in the Town of Argyle. Additional information concerning the duties and responsibilities of the Board may be found in Chapter 363, Texas Local Government Code. The Board meets on an as-needed basis during regular business hours.
Keep Argyle Beautiful Board of Directors
Keep Argyle Beautiful has been organized for the purpose of preserving and enhancing the Town’s natural environment through educational and motivational programs and events. Activities include an on-going litter control program throughout the Town; the study, development and planning of community beautification programs; promoting increased public interest and property owner responsibility in the maintenance of a clean, healthy, beautiful environment; and work throughout the community to reduce and prevent pollution. The Board is comprised of five (5) to seven (7) members who must be residents of the Town or be employed in the Town, as well as able to meet on a monthly basis during the daytime (regular business hours).
