Project Background and Purpose

Per Chapter 395 of the Texas Local Government Code (TLGC), Impact Fee Ordinances are mandated to be evaluated and updated every five (5) years. The last update for the Town of Argyle was completed on April 7, 2015, with no changes to the fee assessment rates (same rates from 2010 Impact Fee Study). The next update will need to be completed by April 28, 2020 (5 years from previous adoption).

The Planning and Zoning Commission, in its capacity as the Capital Improvements Advisory Committee (CIAC), is the review board for the impact fee update. The purpose of the Impact Fee Update is to revise the allowable impact fees that may be assessed for new development. The actual impact fees will be less than the allowable impact fee, and may be more or less than the current impact fee rate structure.

March 24, 2020 - Public Hearing to be held by Town Council on proposed Wastewater and Roadway Impact Fee Study, Land Use Assumptions, Wastewater and Roadway Capital Improvements Plans, and the Wastewater and Roadway Impact Fee Rates.See Meeting Packet on Impact Fee Study and Recommendations by CIAC.

February 11, 2020 - Town Council Work Session to receive initial presentation on Wastewater and Roadway Impact Fee Study, Land Use Assumptions, Wastewater and Roadway Capital Improvements Plans, and the Wastewater and Roadway Impact Fee Rates. January 7, 2020 - CIAC made a recommendation to the Town Council on the Wastewater and Roadway Impact Fee Study, Land Use Assumptions, Wastewater and Roadway Capital Improvements Plans, and the Wastewater and Roadway Impact Fee Rates. See Meeting Packet on Impact Fee Study.

December 3, 2019 - CIAC reviewed and considered the proposed Wastewater and Roadway Impact Fee Study, Land Use Assumptions, Wastewater and Roadway Capital Improvements Plans, and the Wastewater and Roadway Impact Fee Rates. September 24, 2019

- Town Council appointed Matthew Holtman and Jason Lillard to serve as ad-hoc voting members for the Capital
Improvements Advisory Committee (CIAC) for the Impact Fees Update. See Meeting Agenda and approved Resolution 2019-20.

May 28, 2019 - Town Council authorized the Town Manager to execute a contract with Teague, Nall and Perkins, Inc for the 2020 Wastewater and Roadway Impact Fee Update. See Meeting Agenda and Service Agreement.
